International Contacts
In publications outside the Netherlands the NMB was sometimes viewed with envy, given the possibility to work without interference. Rutgers visited the international congresses before 1914 and was host to such a meeting in The Hague in 1910, but he seems not to have established close ties with his allies and colleagues abroad. His resistance to Malthusian policies on the one hand and his unwillingness to catch up with the new science of sexology on the other hampered collaboration. When Dr. B Premsela and C. van Emde Boas started to participate in the Weltliga für Sexualreform in the thirties, Dutch activists for birth control once more entered the international scene.
