The poster was printed 1981-1983, after General Jaruzelski had declared martial law. Article 83.1 of the constitution is about freedom of organisation and opinion. Article 83.2 is about providing the working class with the means to reach these goals. Solidarnosc asks why the Polish Peoples Republic doesn't live up to its word.
