Summary of the text:
Bisse was a member of the 'OGPU commune' [the work team named after the secret police OGPU, precursor of the NKVD and the KGB]. This team has done a very good job. Once, when a flood threatened, it worked continuously for 52 hours. All team members have been released before their sentences were completed. The 133 former criminals, all sentenced several times, will now be assigned the honour of organizing workers' collectives of juvenile criminals in western Siberia. The 'reforged' will now reforge others!
